What is PAT Testing?

PAT testing (Portable Appliance Testing) is the process of inspecting and testing electrical appliances to make sure they are safe to use and do not pose a risk of electric shock or fire.

It involves a combination of visual checks (looking for damage to plugs, cables, and equipment) and electrical tests carried out with specialist equipment. Items that pass are labelled, and a record of the results is provided for compliance purposes.

PAT testing is commonly required in workplaces, rental properties, schools, churches, and public buildings as part of meeting UK health and safety responsibilities.

What is my responsibility as a business owner or duty holder with regard to PAT testing?

Under the Provision of Work Equipment Regulations (1998), employers must ensure that all work equipment is safe, suitable, and fit for its intended purpose. Current guidance also places responsibility on the employer or duty holder to verify that any PAT testing contractor is fully qualified and competent, uses calibrated test equipment, is approved by a recognised industry body, and holds appropriate Public Liability and Professional Indemnity insurance. Relevant certification should be provided prior to testing taking place.

Why is PAT testing required?

The Electricity at Work Regulations (1989) require that all electrical systems are maintained in a condition that prevents danger, so far as is reasonably practicable. This duty applies not only to fixed electrical installations, but also to portable and transportable electrical equipment. The regulations further state that every employer and self-employed person has a legal obligation to comply with these requirements.
